OUR STUDENTS ARE

ACHIEVING

LILLY SCHOLARS

in 2024–25 and 2025–26

Frontier Community Schools is proud of what our students are accomplishing and committed to continuing that progress.

SMALL SCHOOL.
BIG OPPORTUNITIES.

Frontier students have big opportunities in a small-school setting. Students can explore agriculture, business, culinary arts, health sciences, athletic training, work-based learning and other career pathways while earning college credit. They also compete at the state and national level through organizations including BPA, FCCLA, HOSA and FFA.

2019 — VOTERS APPROVE THE CURRENT REFERENDUM

In 2019, Frontier voters approved an eight-year operating referendum with a maximum rate of $0.21 per $100 of assessed value. The funding was intended to support academics, manageable class sizes and teachers.

2020–2027 — THE CURRENT REFERENDUM IS IN EFFECT

The referendum approved in 2019 provides operating funding through 2027. It is the existing referendum Frontier is operating under today — the 2026 proposal is intended to replace it, not add a second referendum on top of it.

2026 — THE REVENUE PICTURE HAS CHANGED

Changes to Indiana’s property-tax system affect the tax base used to generate local school revenue. Frontier’s summer 2026 forecast projects slower net assessed-value growth over the next five years, meaning the current referendum rate would generate less revenue going forward.

NOVEMBER 2026 — VOTERS CONSIDER A REPLACEMENT

The current referendum is authorized through 2027. If approved, the new referendum would begin in 2027 and replace the existing authorization.

WHY IS A REFERENDUM NEEDED NOW?

SAFE, SUPPORTED SCHOOLS

We have built safety systems around our

students: our own school police department,

secured entrances, updated cameras and locks,

the E3 emergency response system, and ongoing

staff training. The proposed referendum includes

funding for student health and safety initiatives.

2026 NEW PROPOSAL

RENEWS AND REPLACES

The November proposal would replace the current referendum with a new eight-year operating referendum beginning in 2027, with a proposed maximum rate of $0.25.

Projected 2027 tax bill impact after SEA 1 reductions

WHY IS THE MAXIMUM RATE HIGHER?

Changes in the property tax base mean the same referendum rate would generate less revenue in the future, so the updated rate keeps local funding stable while lowering the projected overall tax impact for homeowners.

The ballot-stated $284 figure reflects the referendum impact for the median home used in the ballot question. Frontier’s summer 2026 forecast projects that, after SEA 1 reductions are applied, the overall 2027 tax bill for that median-value home would be approximately $53 lower than in 2026.
